Enhancing Refinery Safety with a Strategic Safe Operating Limits (SOL) Framework

The client sought to establish an SOL framework for their refinery. The goal was to establish specific operating boundaries to enhance safety, optimize operational procedures, and ensure regulatory compliance. This pilot study needed to identify SOLs that could later be scaled and applied across various units and refineries.
Our Solution
- Revision of Corporate Process Operating Limits: Updated and standardized corporate guidelines to define and standardize SOLs across all the client’s refineries.
- Development of Equipment-Based Guidance: Created specific guidelines for process equipment to enhance SOL accuracy, based on our experience in reviewing similar units across multiple clients.
- Implementation of SOLs at the Refinery: Applied a detailed and comprehensive SOL determination process, incorporating the Process Hazard Analysis (PHA) data and equipment-specific insights to establish SOLs.
Key Findings
- A total of 22 SOLs were identified: only 8 of which were identified during the PHA. The additional SOLs highlighted previously unidentified high-severity scenarios.
- 4 scenarios revealed potential deficiencies in equipment response times, indicating hidden risks and gaps in the existing protection systems.
- 14 newly identified risks will be incorporated into their ongoing PHA cycle.
